Short answer: for learning from scratch, Óbidos Lagoon offers objectively easier conditions: flat water you can stand in vs. open sea with waves, and steady wind vs. the gusty Levante. Tarifa is Europe's kitesurfing mecca — but it's a mecca built for people who already ride.
The point-by-point comparison
The water
Tarifa: open sea, constant waves and chop, immediate depth. Every fall means swimming and repositioning.
Óbidos: flat lagoon with waist-deep water in the practice zone. Every fall resolves by standing up.
The wind
Tarifa: two winds — the Poniente (gentle) and the Levante, which can go from 15 to 35 knots with violent gusts. When a strong Levante hits, schools suspend beginner lessons... or worse, they don't.
Óbidos: steady afternoon NW thermal wind, progressive and predictable in season. No Levante lottery.
Crowding
Tarifa: in July-August, hundreds of kites in the water and waiting lists at schools. Playa Arte Vida or Valdevaqueros can look like a kite parking lot.
Óbidos: much less saturated. More practice space, less risk of crossing paths, more attention per student.
